Under Governor Arnold Swarchenegger California agreed to the Medicaid Expansion provision of the Affordable Care Act, On November 2010, California received approval for its ”Bridge to Reform” Section 1115 Medicaid Demonstration Waiver. Under request California will have available, up to $7.7 billion in federal Medicaid matching funds. These funds will be available for period spanning over five-years to assist the state and its resident counties in implementing the health care reforms Medicaid expansion that is set to take place in 2014 under the Affordable Care Act (ACA).
California’s ”Bridge to Reform” program consist of three sections.
- A Low-Income Health Program (LIHP), Where counties will extend coverage to low-income adults prior to 2014
- A Delivery System Reform Incentive Pool (DSRIP), Where safety net providers will work on preparing their delivery systems for 2014
- Senior Enrollment; The enrollment of seniors and persons with disabilities (SPDs) currently eligible for Medicaid into managed care plans.
