Once the state implement the Medicaid Expansion program, 88,000 individuals of the 108,000 would be new enrollees based on eligibility, and the 21,000 would have all ready eligible but now may join the program.. Massachusetts has one of the lowest numbers of uninsured individuals in the country.

Due to the low number of individuals that would be new enrollees to the Massachusetts Medicaid Program, the savings are an estimated 1.0% and 2.1% of the cost burden Massachusetts would spend on Medicaid Expansion during that timeframe without the expansion.
